What is Conai and why does it exist?

Conai (National Packaging Consortium) represents a collective model of shared environmental responsibility, created to coordinate the packaging cycle according to the principles of the circular economy.

Made up of producers and users, the Consortium promotes the recovery and recycling of packaging materials, transforming a regulatory requirement into a tool for operational sustainability. Through collaboration with Supply Chain Consortia, it contributes to reducing environmental impact along the entire value chain, from release to post-consumer treatment.

Who is required to join: producers and users

The obligation to join CONAI extends along the entire packaging supply chain, involving stakeholders with different but interconnected roles. Producers operate at the beginning of the cycle, manufacturing or importing packaging or raw materials intended for this purpose. Users, on the other hand, place packaged products on the market, completing the transition to consumption. Both categories assume environmental responsibility proportional to their impact, contributing to the financing of the packaging waste management system through specific contribution and reporting obligations.

What are your obligations when exporting

Companies that place packaging on foreign markets must:

1. Register with national packaging compliance systems.

2. Declare the quantity of packaging placed on the market.

3. Pay any environmental fees due locally. corrispondente.

Compliance with these requirements also allows the use of the Green Dot symbol on packaging, demonstrating responsible management and enhancing the company’s image.

German Packaging Act (VerpackG)

Since January 1, 2019, Germany has introduced the VerpackG law, which requires Italian companies exporting packaged products to Germany to:

1. Register packaged products with the Central Packaging Register (ZSVR).

2. Enroll in the German environmental system, such as Der Grüne Punkt.

3. Pay an environmental contributionbased on the quantities of packaging exported.

Failure to comply with these regulations may result in penalties and a ban on selling in the German market.

Reimbursement of the CONAI contribution for exports

Italian companies that pay the environmental contribution to CONAI at the time of the first sale can request a reimbursement for packaging that is subsequently exported. The reimbursement can be requested through two procedures:

Ex post: by submitting final documentation of the quantities exported.

Ex ante: by determining in advance the expected export share for each type of material within the calendar year, thus avoiding the payment of the contribution.
